Prototech Uranium Reactors

Currently 2x max output vs vanilla. (I might go to 3x later?)
Same uranium cost for power.

Large grid takes same comps as Proto hydrogen reactor.
Small grid takes similar comps as small grid jump drive.

No new encounters have been added for the items in this mod.
